Biography

Lucie is a lawyer and diplomat by background and has extensive experience working in the international environment, dealing with various aspects of European policy making and law.

She started her career in 2006 as a legal advisor at the Czech Justice Ministry, where she specialized in private international law. She was responsible for negotiating the European Union (E.U.) legal instruments in civil and commercial law. She represented the government in the process of negotiation of multilateral and bilateral treaties.

In 2009, in the midst of the financial crisis, she began working for the Czech Finance Ministry as a senior legal advisor. As an expert in financial markets, namely payment services and market infrastructure, she negotiated in Brussels and drafted parts of the legal acts, implementing the E.U. acts into the national legislative framework.

In 2012, wanting to get closer to policymaking in Brussels, she took the opportunity and became the financial services attaché, negotiating almost all the post-crisis legislative files in banking, capital markets, financial markets infrastructure, retail, and payment services or insurance. As a diplomat, she was responsible for designing negotiating and engagement strategies. She provided strategic advice to the negotiating teams, ambassador, and minister. She also trained and supervised the members of the finance ministry teams. She worked very closely with all the Member States of the E.U., relevant national and regional institutions, representatives of the E.U. institutions, and industry stakeholders.

She joined Hume Brophy—now Penta—in 2017. Since 2020, she lead the financial services practice in our Brussels office, specializing in E.U. public affairs and strategic policy counsel on asset management, securities markets, financial markets infrastructure, and commodities trading, as well as on digital finance, payments, tax, and prudential regulation. She helps clients identify strategic opportunities, face challenges, and find solutions.
